Here's the scoop.  Insurance companies have all kinds of rate structures, based on all kinds of different factors.  If 100 people get a quote from ABC Insurance Company, some of them will save money.  Others won't.  The ones who save money, will switch to ABC. 

So, of course, the ones who switched saved money.  What those commercials won't mention is the people who would not have saved money with ABC Insurance, and so did not switch.
